The Supreme court ruled that a Governor does not possess a “Pocket veto” under article 200, meaning that they cannot indefinitely delay assent to a bill.
The court has established time limits for governors to act on bills, requiring them to either give assent, return the bill with a message or reserve it for the president’s consideration.
This judgement was a response to the Tamil Nadu Governor who delayed the assent of certain bills, which was seen as a failure to follow the constitution and a barrier to the state’s law making process.
